Even though I saw all the bad reviews, I was prepared to enjoy this, how bad could it be? First, the booth they tell you to go to exchange for a ticket is open, but the bus doesn't go there because of construction, so you have to trudge 15 min. uphill to get to the new first stop --there is nothing about this on their website. They do say you can exchange your voucher for a ticket at any of the bus stops,but don't tell you how to identify those stops. For tram28 which should be a highlight, they only give you Martim Moniz as a stop, so EVERYONE goes there. After waiting 1 1/2 hours in the pouring rain, I finally get on and learn this is just the regular tram and two blocks down the road there is no wait at all --also, no audio guide on the tram which is a huge disappointment as it takes you through the old city where the busses can't go. THEN, 15 min. into the ride they kick everyone off, "the tram line is down and all trams are no longer working." It is still pouring rain, so I hop into a cafe to get my bearing (I don't even know where I am, tram driver did not tell us or give us any suggestions -- should we stay and wait? how to get back to the starting point?) anyway, by the time I got my coffee, trams were up and running again :( I gave up for the day.
When things are working as they should, the staff are indifferent at best, so unlike the generally cheerful and helpful experience of the Portuguese. The Belem tour was nice to have a drive around the city and along the riverfront and the guide was fine, the real problem is that busses can't go into the old neighborhoods, so for the few things they go by, you can't actually see them, you would have to jump off and walk a few blocks. I take these tours because I want to see the exteriors of everything and then decide what I want to go in to, so this did not work for me.
I'm generally an avid hop on hop offer, but in Lisbon, save your money and dont waste your time. Do walking tours, the little tuk tuk tours or learn to navigate the public transport.
