We picked this tour bus to visit Quebec for a few reasons: it's cheap compared to other tours, it's a small bus so it sounds more convivial and it also takes people to the Montmorency Falls. I just rates it as "Average" (3 stars) because: there wasn't a character guide (I imagined a guy dressed in a victorian outfit narrating stories about the city). The driver was the guide and he wasn't in character (he had crumbles from the food he just ate on his shirt). While he was knowledgeable about the history of the city and gave some interesting facts, he also rambled about un-related things (his daughter, constructions happening everywhere in the city, how japanese tourists are weird, etc...). The highlight was indeed the Montmorency Falls (where we had 45min to walk around). Beautiful place. Oh and they don't provide with water bottles either, so you better bring your own.
